Adds definition of "evaluation" as a real property value opinion made under Interagency Appraisal and Evaluation Guidelines for real estate-related financial transactions where federal law does not require an appraisal

Allows licensed real estate appraisers to provide evaluations without being subject to appraisal chapter regulations, provided evaluations contain a disclosure stating they are not appraisals

Licensed appraisers providing evaluations are not required to comply with the Uniform Standards of Professional Appraisal Performance

Permits the commissioner to grant continuing education credit for classroom courses completed out-of-state if approved by appraisers' regulators in at least two other states, course content is substantially similar to Minnesota's, and licensee provides a request, completion certificate, and a fee

Commissioner must grant the same or highest number of continuing education credits as approved by out-of-state regulatory authorities, with provisions effective August 1, 2020
