Creates a 15-member PFAS Task Force to review and investigate water and ground contamination of perfluoroalkyl and polyfluoroalkyl substances across Minnesota, consisting of state agency commissioners, local appointees, and community representatives.

Task force duties include gathering contamination data, identifying knowledge gaps, planning public education efforts, examining treatment options, and estimating costs to mitigate PFAS contamination in known locations.

Establishes goals to reduce PFAS contamination of surface water and groundwater by 50 percent by 2026 and 90 percent by 2030, and increase public awareness of PFAS risks by 50 percent by 2024.

Requires annual reports to legislative committees starting January 15, 2021, with findings, recommendations, and any necessary draft legislation.

Appropriates $150,000 in fiscal year 2021 from the general fund to the Pollution Control Agency for task force operations; task force expires July 1, 2025.
