Establishes personal liability exemption for family day care inspectors and removes the exception allowing counties to be liable for claims when they had actual knowledge of licensing standard failures.

Requires counties to use a uniform application form for family child care variance requests beginning January 1, 2021.

Directs the commissioner of human services to issue the uniform variance application form developed by the Family Child Care Task Force to counties by October 1, 2020.

Requires the Family Child Care Task Force to develop and provide the uniform application form to the commissioner by September 1, 2020.

Grants municipalities and their officers/employees immunity from liability for day care licensing failures unless they are found guilty of malfeasance in office, willful neglect of duty, or bad faith.
