Establishes state policy requiring the commissioner of human services to ensure working-age Minnesotans with disabilities are offered opportunities for competitive integrated employment before exclusively day services, through informed decision-making and person-centered planning.

Establishes state policy requiring adult Minnesotans with disabilities be offered opportunities to live as independently as possible before being offered provider-controlled residential settings, with exceptions for family adult foster care shared living arrangements.

Establishes state policy requiring adults with disabilities and families of children with disabilities be offered self-directed services and funding options before non-self-directed services.

Modifies the disability waiver reconfiguration requirements to emphasize prioritizing independent, integrated, and individualized supports chosen by each person through informed decision-making and person-centered planning.

Requires the commissioner to submit a report by January 15, 2021 on waiver reconfiguration proposals for two home and community-based services waiver programs under federal Section 1915(c) authority, including self-direction options and stakeholder feedback.
