Transfers $20,889,000 in fiscal year 2020 from the general fund to the public health response contingency account for COVID-19 preparedness and response.

Allows up to $4,622,000 of the transfer to be used for any pandemic influenza or communicable/infectious disease outbreak requiring a public health response through February 1, 2021.

Waives certain determination criteria and requirements under Minnesota Statutes section 144.4199 for COVID-19 specific funding purposes.

Requires unobligated funds exceeding $5,000,000 remaining in the contingency account on February 1, 2021 to transfer back to the general fund.

Appropriates all federal funds received in fiscal years 2020 and 2021 for COVID-19 preparedness and response, with reporting requirements to the Legislative Advisory Commission before spending and to legislative committees by January 15, 2021.
