Requires municipalities to base building permit fees for single-family and multifamily residential structures with four dwelling units or fewer on a cost per square foot, effective January 1, 2021.

Includes inspection fees in the requirement to be calculated based on cost per square foot.

Mandates municipalities make all permit and inspection fees publicly available through at least one of three methods: posting on the municipal website, providing copies by mail upon request, or keeping copies available for review at city hall.

Amends Minnesota Statutes 2018, section 326B.153, by adding a new subdivision.
