Expands the off-sale license eligibility to microdistilleries producing 40,000 proof gallons or less (maintaining the previous threshold for this specific license type).

Increases the daily purchase limit per customer at microdistilleries from one 375 milliliter bottle to up to 4.5 liters of on-site manufactured product.

Requires off-sale hours to conform to retail off-sale licensee hours in the municipality and prohibits sale of brands not available through wholesalers.
