S.F. No. 3897 - Medicare Supplement Plans Modification

• Requires health carriers to deliver an outline of coverage and a copy of the policy at the time of application and prior to premium payment for Medicare-related coverage

• Prohibits health carriers from imposing preexisting condition limitations, denying coverage, or discriminating in pricing based on health status, age, or medical condition for Medicare-related coverage applicants during a six-month enrollment period starting with Medicare Part B enrollment

• Expands guaranteed issue periods for individuals who lose Medicare Advantage coverage, employee welfare benefit plans, or other qualifying coverage, allowing enrollment in Medicare supplement policies at any time during the year

• Modifies the Extended Basic and Basic Medicare supplement plans to clarify covered benefits including hospitalization, skilled nursing care, preventive services, and diabetes equipment, with preventive care limited to $120 annually

• Effective August 1, 2020, for Medicare supplement plans offered, renewed, or issued on or after that date; repeals prior guaranteed issue subdivision
