Board of Animal Health must recommend protocols and procedures for closure or transfer of Cervidae facilities in consultation with the Commissioner of Natural Resources and University of Minnesota research centers.

Recommended protocols must address decontamination, security, and public health elements, including scientifically based time periods for maintaining such requirements.

Board must submit draft recommendations to legislative committee chairs and ranking minority members with jurisdiction over agriculture, environment, and natural resources finance by October 1, 2020.

Board must hold at least two public input meetings after submitting draft recommendations, with one in the seven-county metropolitan area and one in greater Minnesota.

Board must submit final recommendations to the same legislators or their successors by December 31, 2020.
