Appropriates $5,200,000 from the renewable development account in fiscal year 2021 to the commissioner of commerce for a grant to the University of Minnesota's West Central Research and Outreach Center.

Funds a project in Minnesota to develop and advance energy storage systems using hydrogen and ammonia production from renewable and clean energy sources.

Funding is contingent upon the commissioner of commerce certifying that a United States Department of Energy Advanced Research Projects Agency-Energy project award of equal or greater amount has been committed to the project.

One-time appropriation with any unexpended funds required to be returned to the renewable development account by June 30, 2022.
