Metropolitan Council must submit annual transit safety reports by February 15 to legislative committees, including data on warnings and citations issued, crime statistics, officer staffing levels, and safety improvement recommendations.

Light rail transit vehicles must be equipped with cameras capable of recording the vehicle operator and interior vicinity, effective August 1, 2020, for existing and newly procured vehicles in seven counties.

Metropolitan Council must maintain peace officer staffing levels at no less than the average of the most recent three calendar years.

Metropolitan Council must establish and clearly designate paid fare zones at stations and stops using self-service, barrier-free fare collection.

Persons convicted of gross misdemeanor violations in transit vehicles or facilities are banned from Metropolitan Council transit services for six months, and those convicted of felony violations are banned for one year; intentional violations constitute misdemeanor offenses.

$1,908,000 is appropriated for fiscal year 2022 and $4,389,000 for fiscal year 2023 to increase the number of Metropolitan Transit police officers.
