Appropriates $55,000,000 from state transportation fund bond proceeds to the commissioner of transportation for a grant to St. Paul for demolishing and replacing the Third Street/Kellogg Boulevard bridge over BNSF railroad, Commercial Street, and Interstate Highway 94.

Replacement bridge must include multimodal elements for bicycles, pedestrians, vehicles, and mass transit.

Funding may also be used for roadway approach reconstruction, right-of-way acquisition, design, and early completion incentives within project limits.

Requires no local match from the city of St. Paul.

Authorizes the commissioner of management and budget to sell and issue up to $55,000,000 in state bonds to fund the appropriation, effective the day following final enactment.
