Codifies Minnesota's teacher code of ethics into statute (section 122A.051) with 11 specific standards of professional conduct applicable to all licensed educators.

Establishes that teachers must provide nondiscriminatory education services, protect student health and safety, maintain confidentiality, avoid sexual conduct with students, and prohibits falsifying records or making malicious statements.

Requires the Professional Educator Licensing and Standards Board to develop a process for school districts and charter schools to submit written ethics complaints and forward them to the board.

Mandates school boards inform parents and guardians of their ability to submit ethics complaints to the school board.

Repeals the previous Board of Teaching code of ethics rule (Minnesota Statutes section 122A.09, subdivision 1) and related administrative rules (Minnesota Rules part 8710.2100, subparts 1 and 2).
