Amends Minnesota Statutes section 144.566 to establish duties for the commissioner of health regarding violence against hospital health care workers.

Requires hospitals to design and implement preparedness and incident response action plans by January 15, 2016, and review annually with designated committees including nonmanagerial workers and administrators.

Mandates annual safety training for all health care workers covering de-escalation, identifying violent situations, hospital response plans, violence prevention database access, staffing request procedures, and the right to contact law enforcement without retaliation.

Establishes a violence prevention database developed by the commissioner allowing health care workers to report incidents, request staffing, and report hospital interference or inadequate preparedness.

Increases administrative penalties for hospital non-compliance from $250 to $1,000 per day and prohibits hospitals from interfering with health care workers' rights to contact law enforcement or the commissioner regarding violence incidents.
