Expands the definition of "sex offense" to explicitly include attempts to violate sections 609.342, 609.343, 609.344, 609.345, and 609.3453, making attempted sex offenses subject to the same conditional release requirements as completed offenses.

Clarifies that a "prior sex offense conviction" is determined by whether an offender was convicted of a sex offense before being convicted of the present offense, regardless of the order in which pleas, verdicts, or sentences are accepted or recorded.

Requires mandatory ten-year conditional release for offenders convicted of violating or attempting to violate sections 609.342, 609.343, 609.344, 609.345, or 609.3453 after release from prison.

Requires mandatory lifetime conditional release for offenders with a previous or prior sex offense conviction who are convicted of violating or attempting to violate sections 609.342, 609.343, 609.344, 609.345, or 609.3453.

All provisions are effective August 1, 2020, and apply to crimes committed on or after that date.
