Appropriates $11,250,000 from bond proceeds fund to the Metropolitan Council for a grant to the Minneapolis Park and Recreation Board for the first phase of the North Commons Master Plan implementation.

Funds are designated for constructing a new community building with indoor sports, gathering, and arts spaces; renovating and relocating the water park; building associated parking; and demolishing existing site elements and buildings.

Authorizes the state commissioner of management and budget to sell and issue state bonds up to $11,250,000 in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
