Appropriates $5,000,000 from the general fund in fiscal year 2021 to the commissioner of education for school safety facility and equipment grants focused on violence prevention and facility security in nonpublic schools.

Eligible nonpublic schools are those receiving aid under Minnesota Statutes sections 123B.40 to 123B.48 and may apply for grants of up to $50,000 per building on a first-come, first-served basis.

Schools must match state grant funds with nonstate funding sources and provide documentation to the commissioner specifying how grant funds will be used.

Funds may be used for design, construction, furnishing, and equipment of school facilities, renovations, and allowable purposes under Minnesota Statutes section 126C.44, with pupil support services limited to secular, neutral, and nonideological services.

Commissioner must submit a report to legislative committees by January 15, 2024 summarizing each nonpublic school's safety projects, spending, and safety benefits; appropriation available until June 30, 2023.
