Transfers all responsibilities of the Board of Cosmetologist Examiners to the commissioner of health, with the exception of the board's executive director position.

Redefines "commissioner" in cosmetology statutes to mean the commissioner of health rather than referring to a board-specific official.

Changes references to "board" and "executive secretary of the board" throughout Minnesota Statutes chapter 155A and related rules to "commissioner of health" or "commissioner."

Removes the Board of Cosmetologist Examiners from the definition of "non-health-related licensing board" in Minnesota Statutes section 214.01, subdivision 3.

Repeals the existing definition of "board" as the Board of Cosmetologist Examiners from Minnesota Statutes section 155A.23, subdivision 2.
