Appropriates $2,000,000 from the clean water fund in fiscal year 2021 to the Board of Water and Soil Resources for grants to soil and water conservation districts.

Grants must be used to purchase specialized agricultural equipment for private landowners to implement conservation practices such as conservation tillage and interseeding cover crops.

Equipment and practices must promote soil health, protect pollinator and wildlife habitat, and provide environmental benefits that protect, enhance, and restore water quality in lakes, rivers, and streams.

Equipment and practices must also protect groundwater from degradation.
