Commissioner must report to legislative committees by December 31 of each even-numbered year on workforce development programs, with data separated for each of the previous two fiscal or calendar years.

Adds two new reporting requirements: a list of each program's goals as defined in the grant agreement and an analysis of the program's progress in achieving those goals.

Existing report must include 16 data points covering participant enrollment, wages, training completion, credentials, employment outcomes at three and eight quarters post-exit, program costs, and administrative expenses.

Reports must break down participant information by education level, race and ethnicity, gender, and geography, with comparisons between participants who completed training and those who did not.

Requirements apply to programs administered directly by the commissioner or by other organizations under department grants.
