• Requires the Lessard-Sams Outdoor Heritage Council to must (not may) work with the Clean Water Council to identify projects consistent with both the outdoor heritage fund and clean water fund purposes.

• Requires the Lessard-Sams Outdoor Heritage Council to must (not may) work with the Clean Water Council and Legislative-Citizen Commission on Minnesota Resources in developing council recommendations.

• Requires the Clean Water Council to work with the Lessard-Sams Outdoor Heritage Council and Legislative-Citizen Commission on Minnesota Resources when developing its recommendations.

• Requires the Legislative-Citizen Commission on Minnesota Resources to work with the Lessard-Sams Outdoor Heritage Council and Clean Water Council when developing its recommendations.

• Mandates all three entities jointly submit a report by February 1, 2021, detailing coordination measures, statutory changes needed, relevant recommendations from other sources, ways to align with the One Watershed, One Plan program, and steps to ensure funding proposals advance each other's goals.
