Appropriates unspecified funds in fiscal year 2021 from the general fund to the Pollution Control Agency to establish a third-party broker system for water quality trading

Authorizes a third party to broker trades between pollutant discharge permittees and other participants in pollutant offsets under Minnesota Statutes, section 115.03, subdivision 10

Requires the commissioner, in consultation with the University of Minnesota, to review existing water quality trading arrangements in other states and design and implement the program

Mandates the commissioner submit a report by January 15, 2021 to legislative committees with jurisdiction over environment and natural resources policy and finance detailing program implementation status and recommendations for necessary statutory changes

Designates the appropriation as a one-time funding allocation
