Amends Minnesota Statutes section 103G.261 to add a sixth priority for water allocation: irrigating golf courses that implement best management practices as part of a commissioner-approved water conservation and efficiency plan.

Maintains existing water allocation priorities with domestic water supply as first priority, uses under 10,000 gallons per day as second priority, and agricultural irrigation as third priority.

Amends section 103G.291 to clarify that during critical water deficiencies declared by the governor, public water supply authorities must enforce conservation restrictions limiting lawn sprinkling, vehicle washing, park irrigation, and other nonessential uses.

Removes specific reference to "golf course" irrigation from the list of restricted uses during critical water deficiencies, allowing golf course irrigation only if it meets the best management practices requirement under the new sixth priority category.
