Appropriates $10,000,000 from state bond proceeds in the transportation fund to Chisago County for reconstruction of marked U.S. Highway 8 from Karmel Avenue in Chisago City to Interstate 35, including pedestrian and bike trails.

Authorizes the commissioner of management and budget to sell and issue up to $10,000,000 in state general obligation bonds to fund the appropriation.

Appropriates an additional $15,000,000 from the general fund in fiscal year 2021 to Chisago County for property acquisition and reconstruction of the same U.S. Highway 8 segment.

Permits reconstruction activities to include expanding highway segments to four lanes, constructing or reconstructing frontage and backage roads, and realigning local road access.

Requires sufficient resources to be committed from nonstate sources before funds become available and redirects Department of Transportation planned resurfacing amounts to supplement the reconstruction appropriations.
