Establishes training requirements for foster residence setting staff (non-family foster care) including 6 hours orientation, mental health training, child passenger restraint systems training, and 18 hours annual training for full-time staff.

Requires child passenger restraint system training provided by Department of Public Safety certified trainers, repeated every 5 years, with variance options for emergency relative placements via child seat safety checkup.
