Amends Minnesota Statutes section 245D.10, subdivision 3a, regarding service termination policies for community-based services providers serving individuals with complex behavioral needs.

Adds new ground for termination allowing state-operated community-based services to terminate when a person no longer demonstrates complex behavioral needs that cannot be met by private community-based providers.

Requires license holders to consult with support teams to identify whether persons no longer demonstrate complex behavioral needs before issuing termination notices under the new provision.

Increases notice period for service termination from intensive supports and services to 60 days, and establishes 90-day notice period for terminations based on the new complex behavioral needs criterion.

Clarifies that intervention service requests are not required for terminations based on non-payment (clause 4) or the new complex behavioral needs criterion (clause 7).
