First class cities in the metropolitan area must dedicate a portion of local government aid to fund new peace officer positions beginning with aids payable in 2021.

Dedication percentage increases annually from 10 percent (2021) to 70 percent (2027 and later), or the amount needed to reach 3 peace officers per 1,000 population, whichever is less.

Cities must file annual certifications with the state auditor by February 1 beginning in 2022, reporting compliance and actual aid dedication amounts.

State auditor certifies city compliance to the commissioner of revenue by March 15 annually; non-compliant cities face aid reductions equal to the difference between required and actual dedication.

Any aid reductions cancel to the general fund and are not redistributed to other cities.
