Rejects the Minnesota Sentencing Guidelines Commission's 2020 proposed modifications to probation terms contained in appendix 2.3, preventing those modifications from taking effect.

Removes the Sentencing Guidelines Commission's authority to establish guidelines on nonprison sanctions for offenders not requiring imprisonment.

Requires the Sentencing Guidelines Commission to submit a comprehensive proposal by January 15, 2022 to the legislature establishing presumptive probation lengths by offense and offender characteristics in a grid format, with provisions for departures and sentence extensions for public safety and treatment completion.

Mandates the commission include probation data in its annual legislative report, disaggregated by judicial district, including probation duration, revocation rates, early discharge rates, and actual time served.

Specifies that any sentencing guideline modifications in the commission's proposal do not take effect unless the legislature approves them by law.
