Proposes amendment to Minnesota Constitution, Article XIII, Section 1, to establish all children have a fundamental right to quality public education that prepares them for participation in the economy, democracy, and society.

Requires quality public education to be measured against uniform achievement standards set forth by the state and establishes it as a paramount duty of the state.

Amendment must be submitted to voters at the 2020 general election with the ballot title "Equal Right to Quality Public Education Amendment."

Ballot question asks voters: "Shall the Minnesota Constitution be amended to provide that all children have a fundamental right to a quality public education and establish that quality public schools are a paramount duty of the state?"
