Appropriates $50,000,000 from the trunk highway fund bond proceeds account to the commissioner of transportation for design, engineering, environmental analysis, and reconstruction of U.S. Highway 10 as a four-lane highway in Wadena.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $50,000,000 to provide funds for the appropriation, with proceeds deposited in the bond proceeds account in the trunk highway fund.

Bond sale and issuance shall follow procedures prescribed by Minnesota Statutes sections 167.50 to 167.52 and the Minnesota Constitution, article XIV, section 11, at times and amounts requested by the commissioner of transportation.

Becomes effective the day following final enactment.
