SF 3981 Summary

• Eliminates asset limits for persons who are blind or have been determined to have a disability by establishing new eligibility category (Subd. 7b) under medical assistance.

• Removes asset limit requirements for persons age 65 or older with disabilities, requiring only Supplemental Security Income program income and asset methodologies to apply.

• Applies employment incentives asset account provisions to persons age 65 or older under Subd. 7, allowing disregard of designated assets after 24 consecutive months of enrollment in medical assistance.

• Modifies asset exclusions to use Supplemental Security Income program standards for aged, blind, and disabled persons, with specified exceptions for household goods, business assets, motor vehicles, and burial expenses.

• Maintains no asset limits for adults without children (Subd. 15) and newly establishes no asset limits for persons who are blind or disabled (Subd. 7b).
