Enacts the Nurse Licensure Compact into Minnesota law, allowing registered nurses (RNs) and licensed practical/vocational nurses (LPNs/VNs) to practice across multiple states under a single multistate license issued by their home state.

Establishes the Interstate Commission of Nurse Licensure Compact Administrators to oversee implementation, coordinate licensure information systems, promulgate uniform rules binding on all party states, and enforce compact provisions.

Requires applicants for multistate licenses to meet qualifications including home state licensure requirements, approved nursing education, successful passage of NCLEX-RN or NCLEX-PN exams, criminal background checks, and absence of felony convictions or nursing-related misdemeanor convictions.

Creates a coordinated licensure information system to track nurse licensure history, discipline, adverse actions, and alternative program participation across all party states, with information sharing restricted to party state licensing boards for certain investigative details.

Becomes effective upon legislative enactment in at least 26 states or December 31, 2018, whichever is earlier; appropriates funding to the Minnesota Board of Nursing for implementation purposes.
