Establishes state policy that artificial recharge options must be considered and implemented where feasible and appropriate when groundwater levels are depleted and not naturally recovering with sufficient speed.

Requires the Environmental Quality Board to submit a report to legislative committees with jurisdiction over environment and natural resources by February 1, 2021, on the feasibility of using artificial aquifer recharge to replenish groundwater levels.

Report must include explanations of available artificial aquifer recharge techniques, strengths and weaknesses of each method, costs, candidate aquifers in Minnesota, potential environmental effects, and any statutory or regulatory changes needed to implement the policy.

Amends Minnesota Statutes section 103A.204 to add artificial recharge policy language to existing groundwater protection framework overseen by multiple state agencies.
