Directs the Minnesota Commissioner of Health to study the extent to which Minnesota Rules chapter 4626 requires or results in food establishments using plastic products, including plastic storage containers and single-use plastic wrap.

Requires the study to examine plastic use in the preparation, serving, and storage of food by food establishments as defined in Minnesota Rules part 4626.0020.

Mandates the Commissioner submit a report on study results and recommendations to legislative committees with jurisdiction over health and environment and natural resources by January 15, 2021.
