• Commissioner of health must conduct inspections to verify hospitals and hospital corporate systems continue satisfying conditions on which hospital construction moratorium exceptions were granted under section 144.551.

• Commissioner shall not renew hospital bed licenses issued pursuant to a construction moratorium exception if the hospital or corporate system fails to satisfy the original exception conditions.

• Each hospital or hospital corporate system granted a construction moratorium exception must submit an annual report to the commissioner demonstrating continued compliance with the conditions of the exception.

• Hospital bed transfers from closed facility sites within a corporate system must prioritize replacing beds previously used for behavioral health, mental health, and substance use disorder services before allowing transfer for other purposes.

• Effective dates: July 1, 2020 for most provisions; the day following final enactment for amendments to section 144.551, subdivision 1.
