• Require retail establishments to charge a minimum five-cent fee per single-use plastic carryout bag starting January 1, 2021.

• Exempt restaurants, florist shops, and hunger-relief organizations from the single-use plastic bag fee requirement.

• Allow retailers to charge optional fees for reusable plastic bags, reusable nonplastic bags, and recycled paper bags.

• Require retailers to use at least 40 percent of collected fees to supply customers with reusable bags or encourage reusable bag use.

• Impose civil penalties of $1,000 for each violation after an initial violation, with no penalty for the first violation; allow the attorney general to seek injunctive relief.
