Appropriates $390,000 from bond proceeds fund to the Pollution Control Agency for a grant to Chisago County for renovation of the household hazardous waste facility under the solid waste capital assistance grant program.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $390,000 to fund the appropriation.

Project improvements include enclosing areas for additional warehouse space, constructing cold storage space, building a publicly accessible recycling area, and upgrading boiler and mechanical systems.

Takes effect the day following final enactment.
