Expands energy forward pricing mechanism authority from Hennepin County to all government agencies including the state, Minnesota State Colleges and Universities, University of Minnesota, cities, counties, towns, school districts, and regional agencies.

Increases the maximum contract holding period from 60 months to 48 months and limits forward pricing contracts to no more than 90 percent of estimated energy use for the specified period.

Requires government agencies to establish written policies and procedures and an oversight process including internal or external audits, annual committee reviews, and internal management controls before using forward pricing mechanisms.

Repeals Minnesota Statutes section 383B.1588 (Hennepin County's specific forward pricing authority) and consolidates all forward pricing authority under Minnesota Statutes section 16C.143.

Effective July 1, 2020, with provisions preserving the validity of forward pricing transactions entered into before the effective date.
