Directs the Department of Transportation to include U.S. Highway 169 improvement as a ten-year priority in its next capital highway investment plan update.

Requires conversion of the remaining eight-mile segment of Cross Range Expressway from Taconite to Pengilly from a two-lane undivided highway to a four-lane divided highway.

Appropriates $15,000,000 in fiscal year 2020 from the general fund for environmental permitting, preliminary engineering, final design, and land acquisition.

Requires the commissioner to conduct planning activities to have the project ready for construction as soon as construction financing becomes available.

Takes effect the day following final enactment.
