Establishes the Hill-Annex Mine State Park Advisory Council with six members including representatives from the Iron Range Resources and Rehabilitation Board, cities of Calumet and Marble, Itasca County, Western Mesabi Planning Board, and Department of Natural Resources.

Advisory council may review and advise on park facilities, activities, and operations; identify alternative sustainable operating models; identify services beyond minimum requirements and funding sources; and review technical and financial information provided by the natural resources commissioner.

Designates iron ore mining as the state's long-term objective for the Hill-Annex Mine State Park area, with the commissioner of natural resources maintaining park operations at service levels and hours equal to or above fiscal year 2016 levels until active mining resumes.

Commissioner of natural resources must periodically consult with the advisory council on all matters related to park facilities, activities, and operations.

Amends Laws 2019 to replace previous oversight group with the new advisory council for identifying volunteers to supplement Department of Natural Resources park operations.
