Appropriates $3,000,000 in fiscal year 2021 to the commissioner of human services for operating subsidy grants to rural mental health crisis facilities.

Provides up to six grants of up to $500,000 each, distributed monthly to mental health programs operating in facilities developed under the behavioral health crisis facilities grant program under Minnesota Statutes, section 245G.011.

Grant applicants must submit a financial plan including requested subsidy amount, proposed duration, documentation of monthly operating costs and funding structure, and other materials the commissioner deems necessary.

Grants are available for operating subsidies from July 1, 2020, through June 30, 2023, with grant recipients reconciling with the commissioner annually to ensure balanced net operations before final distribution.

This is a onetime appropriation available until June 30, 2023.
