Changes commissioner authority from "shall" to "must" for establishing provider standards consistent with federal demonstration project requirements.

Requires residential providers to offer medication-assisted treatment services on site or facilitate access off site if requested by clients for whom effective medication exists.

Changes the effective date for 15 percent payment rate increase for certain substance use disorder services from January 1, 2020 to July 1, 2020, with baseline rates measured as of December 31, 2019.

Removes clause (10) from the list of substance use disorder service types eligible for a 10 percent rate increase effective January 1, 2021, keeping only clauses (1), (6), and (7) for adolescent treatment programs.

Requires commissioner to publish service components, service standards, and staffing requirements consistent with ASAM standards and federal requirements by October 1, 2020.
