Applies to Department of Corrections and Department of Human Services employees covered by the correctional employee retirement plan who were assaulted by persons under correctional supervision or clients/patients at state forensic facilities and determined to be totally and permanently disabled.

Expands coverage to employees with duty disabilities (physical or psychological) and those who discontinued employment due to disabling injury but do not qualify for standard disability benefits.

Requires the Minnesota State Retirement System executive director to make binding duty disability determinations at employee request, with written notice including reasons, appeal rights, and a 60-day deadline for contesting decisions.

Mandates the Department of Corrections or Department of Human Services continue providing health insurance coverage (medical and dental) and employer contributions for qualifying former employees until they reach age 65, using existing budget resources.

Employee dependent coverage must continue under the same conditions, with employees required to pay active employee contribution amounts, and dependent coverage terminates when the dependent no longer qualifies.
