Appropriates an unspecified amount from the general fund to the Commissioner of Education for fiscal year 2021 to provide a grant to the Network for the Development of Children of African Descent (NdCAD).

Requires NdCAD to provide complimentary programming for parents, caregivers, and children in prekindergarten through grade 8 in the seven-county metropolitan area using a two-generation or whole-family approach focused on culturally responsive literacy and cultural skills development.

Mandates NdCAD to scale or replicate its proven model in two geographic areas of the state outside the seven-county metropolitan area by providing training and consulting services to education and human services providers, schools, and early education programs.

Becomes effective July 1, 2020.
