Establishes a nine-member Thermal System Insulation Board consisting of representatives from major insulation companies, mechanics, architects, general contractors, and the public, plus the Commissioner of Labor and Industry and a state inspector.

Requires the Commissioner of Labor and Industry to appoint a state thermal system insulation inspector with at least 10 years of mechanic experience and approved apprenticeship training to inspect buildings and ensure compliance with thermal system insulation standards.

Mandates that individuals installing or maintaining thermal system insulation in buildings must be licensed mechanics, work under supervision of a licensed mechanic, or be in an approved apprenticeship program; excludes minor repairs.

Requires applicants for mechanic licenses to have either at least 1,000 hours of experience in each of four consecutive years under a licensed mechanic's supervision and pass an exam, or successfully complete an approved apprenticeship program.

Authorizes the Commissioner to adopt rules establishing installation and maintenance standards based on national industry standards, mechanic licensing qualifications, license fees, and continuing education requirements; specifies mechanic licenses are valid for three years and renewable.
