Amends Minnesota Statutes section 171.06, subdivision 3, to allow Department of Corrections or Federal Bureau of Prisons identification cards as acceptable proof of identity for applications for identification cards, instruction permits, and driver's licenses.

Department of Corrections or Federal Bureau of Prisons identification cards must contain the applicant's full name, date of birth, photograph, and expiration date to qualify as valid proof of identity.

Designates Department of Corrections or Federal Bureau of Prisons identification cards as secondary documents for purposes of Minnesota Rules, part 7410.0400, and successor rules.

Applies to individuals applying for identification cards, instruction permits, or driver's licenses in Minnesota.
