Repeals the exception allowing taking of endangered plants on existing public road rights-of-way, except for ground not previously disturbed by construction or maintenance.

Maintains exceptions for endangered plants on class 2a or 2c agricultural land and on ditches.

Retains the exception that noxious weed control takes priority over endangered plant protection if reasonable efforts are made to preserve the endangered species first.

Continues the exception allowing incidental killing of endangered plants from pesticide or agricultural chemical application on adjacent class 3 or 3b agricultural land when reasonable care is taken to avoid impact.

Preserves the exception that accidental taking of an endangered plant where its existence was unknown at the time is not a violation.
