S.F. No. 4059 - Medical Cannabis Program Summary

• Redefines "medical cannabis" to specify allowed delivery forms: liquid (including oil), pill, vaporized delivery method using liquid or oil (excluding dried leaves), or any other method approved by the commissioner, while explicitly prohibiting smoking.

• Includes unprocessed cannabis plant parts possessed by employees of registered manufacturers or laboratories during employment duties, and hemp acquired by manufacturers from licensed growers, within the medical cannabis definition.

• Removes the commissioner's authority to unilaterally add new delivery methods under section 152.22, subdivision 6, requiring instead legislative notification and approval procedures.

• Requires the commissioner to notify legislative health and public safety committee chairs and ranking minority members by January 15 of any proposed changes to delivery methods or qualifying medical conditions, with changes effective August 1 unless the legislature provides otherwise.
