Requires automatic sealing of records for petty misdemeanor violations involving marijuana-related drug paraphernalia under Minnesota Statutes sections 152.027, subdivision 4, or 152.092 without requiring a petition to be filed.

Establishes a one-year waiting period from conviction or dismissal before records are automatically sealed, provided all fines, fees, surcharges are paid and any required drug education programs are completed.

Applies the automatic sealing process to records relating to arrest, charge, trial, dismissal, and conviction for qualifying marijuana-related drug paraphernalia offenses.

Restricts opening of sealed records to only those circumstances provided in Minnesota Statutes section 609A.03, subdivision 7a.

Amends Minnesota Statutes 2018, section 609A.02 by adding a new subdivision and proposes new coding in chapter 609A.
