Establishes the Indeterminate Sentence Release Board consisting of five members: four persons appointed by the governor from legislative recommendations and the commissioner of corrections as chair.

Board members must have a bachelor's degree in criminology, corrections, related social science, or law; five years of experience in corrections, criminal justice, community corrections, rehabilitation programming, behavioral health, or criminal law; and demonstrated knowledge of victim issues and correctional processes.

Appointed members serve four-year staggered terms, with initial members serving until January 1, 2023 or 2025; members are eligible for reappointment and compensation is set under Minnesota Statutes section 15.0575.

Board must submit annual reports by February 15 to legislative committees detailing the number of inmates reviewed, persons granted release, and policy recommendations.

Transfers supervised release authority for inmates serving mandatory life sentences from the corrections commissioner to the board, which must consider community investigation reports and victim statements before making release decisions.
